The second hand turns at the rate of 2Pi radians per minute which is 2Pi/60 radians per second or Pi/30 radians per second.

Linear velocity is:

v = rw

where r is the radius and w is the angular velocity in radians per second

r = 10 inches or 0.254 meters

w = Pi/30

So v = 0.254 x Pi /30 = 0.027 meters per second
