Statement I gives the information that X is an odd number, from this we can't say the answer because the possible values are 1,3,5,7,9,11,....................
Statement I is not sufficient
Statement II : X is a smallest four digit number which has exactly three factors
Only square of a prime number has exactly three factors. Since X is the smallest four digit number which has exactly three factors, the possible value of x is 1369 i.e. 37*37. Therefore, the remainder is 4.
Hence, only statement 2 is sufficient. Hence, the answer is option b.
