If Ram draws 1, then Sam can draw anything from 2 to 23 = 22 ways
If Ram draws 2, then Sam can draw anything from 3 to 23 = 21 ways
. . . .
. . . .
If Ram draws 23, Sam has no option = 0 ways.
Total required ways = 22 + 21 + 20 + . . . . + 0 = 22×232 = 253
Total ways of drawing two cards = 23×23
Required probability = 253/529=11/23

22/23 is the answer.
we need to take the probability of number taken by A should be greater than B's number.
If A takes 23 then B's number would be between 1 to 22
if A takes 22 then B's number would be between 1 to 21
and so on.
at last if A takes 2 as a number then B's number should be 1.
In this way the cases in which A takes the number and it is greater than B are 22.
and total numbers are 23. So, the probability is 22/23.
Correct me if am wrong.

if B picks 1 then prob. = 22/23
if B picks 2 then prob. = 21/23
similarly if B picks 22 then prob. = 1/23
so, overall prob. = 22/23 X 21/23 X...X 1/23
= 22! / (23 ^ 23)
