Feb have 5 sundays means 1992 is a Leap year.
next 1992+4=1996 will have 5 fridays
so 1992+4*7=2020 will have 5 sundays

2004 feb and 2032 feb have 5 sundays.

But 1992 feb was not having 5 sundays.

because in 1992 feb have 5 sunday and in 1996 feb have 5 frday..and so on in 2020 feb will have again 5 sunday

2003 feb will have 5 sundays..
this period has 3 leap year and 8 ordinary years
no. of odd days=(3*2+8*1)=14=0 odd days
calender for 1992 will serve for the year 2003....

If in 1992, February has 5 sundays, it means 29 February 1992 = Sunday
Each year has one odd day .. i.e. mod(365,7) = 1
For the next February to have 5 sundays, it should be a leap year and the sum of odd numbers to that day should be a multiple of 7
Odd days from 1993 till 1996 (next leap year) are 1, 1, 1, 2 . Sum = 5, not a multiple of 7
Odd days from 1993 to 2000 are 5 (previous), 1, 1, 1, 2. Sum = 5+5 = 10, not a multiple of 7
Till 2004, Sum = 15, not a multiple of 7
Till 2008, Sum = 20, not a multiple of 7
Till 2012, Sum = 25, not a multiple of 7
Till 2016, Sum = 30, not a multiple of 7
Till 2020, Sum = 35, a multiple of 7
So, our answer = 2020

Yes, 2020 should be correct.
1992 t0 1996 gives 1461 days
1461/7 gives remainder 5 which is the modulo value and using this we will get Sunday in 2020.
