so the ratio should be 28:3
so 53% strength solvent is 12*3/31

let 22% solution is x liter,
then 53% solution is 12-x liter for 12 liter solution

reqired average solution is 25%

therefore,

22x+53(12-x)=25*12
22x-53x=300-636
31x=336
x=10.839
thus 10.839 liter solution of 22% strength
and (12-10.839)=1.161 liter solution of 53% stregth
