I feel, It should be 10% speak neither of the languages.
As 10% speak neither, 90% population speak one of the languages.

A union B = 90%, A= 80% B= 70%

A intersection B = 60%
60% of total population is given as 162
Total population = 162*100/60 = 270

Answer is 270

It should be 10% speak neither of the languages.
As 10% speak neither, 90% population speak one of the languages.

A intersection B = A+B-A UNION B=80%+70%-90%=60%

Total population = 162*100/60 = 270

English Speaking - 80% , not speaking - 20%
Hindi Speaking - 70% , not speaking - 30%
people not speaking English+Hindi = 20+30=50
people do not speak both as given = 10
50-10=40--- so 40% does not speak 1 language or speaks only one language
hence 100-40 = 60% can speak both the languages
60=>162
100=>??
on solving
162*100/60= 270
so there are total 270 people in city
