Answer is calculate using the options given in the answer..

for example total wheels are 182 and options are a.20 b.19 c.18 d.16
so we can possibility using the given values.
a.---> 20*2=40--->182-40--->142--> for 4 wagons 142/4 is not possible so a is not true.

b.--->19*2=38--->182-38--->144--> for 4 wagons 144/4=36 is possible so b is true.

c.---->18*2=36--->182-36--->146--> for 4 wagons 146/4 is not possible so c is not true.

Let no. of bicycles be x
& no. of wagons be y
so, 2x+4y=190
by solving, we get
no. of bicycles=39 (wheels=>2*39=78)
no. of wagons=28 (wheels=>4*28=112)

taking equation as 4x+2y=190 then 2x+y=95 sub y=15 we get x=40 which satisfies the equation hence there are 15 bycycles and 40 wagons
