The question is how many read only times and hindu
if person reading hindu and deccan is 22
reading all is 15

therefore,,
53=22+15+x

the value of x=16

16 persons read both hindu and times is the correct answer

(53+39)=92 total members reading hindu or deccan
92-22 = 70 members reading except hindu and deccan
70-23=47 members reading except deccan and times
47-15= 32 members reading only hindu and times

he clearly mentioned ONLY so 17 is the answer..if he would have mentioned "can read times and hindu" then ans would be 32.
