Both the statement are not sufficient to answer the question. As we don't know that x is +ve or -ve. If x=1 and y=-1 then 51/x > 51/y and if x=-2 and y=-3 then 51/x < 51/y so we have not the exact idea of which is greater until we know the value of x.

only option "a" is sufficient to answer.because the question started with "Is" means its answer will be either "Yes" or "No". So from option "a" we can give answer that "no" its not true..mean "a" alone is sufficient to give answer(its does not matter whether it is true or false the main thing is this, we are able to give the ans of question by using option "a" only).while using option "b" we cant say anything.because here its depend on the value of X.

Ans: No 51/x is not greater than 51/y

given X>Y and x is non negative
hence it means denominator of 1st fraction is greater than denominator of 2nd thus 51/x is smaller than 51/y .
so
Is 51/x>51/y ? Ans : No.

Ans : Yes 51/x is greater than 51/y

given X>Y and Y is -ive integer
Hence in this case denominator of 1st fraction is greater than denominator of 2nd thus 51/x is smaller than 51/y .
but since y is a negative number hence 51/y will be smaller than 51/x
So

Is 51/x>51/y ? Ans : Yes.

bcz in 2 stament y is given negative but not given x is positive or negative
