the answer is 1700,
becz if the year is centurial ,that should be divisible by 400 for leap year
ex:400,800,1200

If number is evenly devided by 4 , 100 and 400 and remainder is zero than it is leap otherwise not just keep simple formula in your mind.
1700 is not a leap year because .it is devided by 4 and 100 but not from 400 that is the reason. for leap year we need to devide it from 400 also but it is not like that . so 1700 is not a leap year.

leap year is divisible by 4 and 400 but not by 100.
as 1700 must not be divisible by 100 to be a leap year but it is divisible by 100.
