If you mean only 12 persons shook hands .
then 12C2 = 66 possible shake hands

12 people can be selected from 49 people in 49C2 ways.
Since there are 12 people who shake hands,so the no. of shake hands possible among 12 people is 12C2.
so, total no. of shake hands = 49C2 * 12C2

12 people can be selected from 49 people in 49C12 ways.
Since there are 12 people who shake hands,so the no. of shake hands possible among 12 people is 12C2.
so, total no. of shake hands = 49C12 * 12C2

P.S. : Sorry, my last solution had an error which I have corrected here,it should have been 49C12 instead of 49C2.
