common multiple in table of 2 and 3 are (6 12 18 24 30) so 5 most visited machine out of 30 then out of 1000 there will be 166.5~166machine
if answer is wrong let me know

ans =840.
the problem is basically " which number between 1 to 1000 has the highest number of factors?"
how??
ex: take vending machine number 6, (it's factors are 1,2,3,6) so it has 4 visits.

(To know about number with most factors, one has to learn about highly composite number or anti prime number.
Number 6 has most factors between 1 &10.
Similarly, number 60 has most factor between 1 &100
Likewise, 840 is the number with most factor between 1 & 1000}
