Because here 12 is considered as a nort east point and hence 1 is to be at east

c north the hour hand will point towards north direction.

because for 45d it gains 15/2 minute.
and when it will 1:30 means total angle covered by minute hand is 360+180=540
and time gain by minute hand is (15*540)/(2*45)=90 minutes
so we add 90 minutes to 1:30 it will be 3' O clock ,hence hour hand points toward East.
