chose the number which looks meaningful number after turning upside to down from 1,2...9
there are only 3 numbers 6,8 & 9which looks meaningful number after turning upside to down.
so the square of the numbers between 1 to 500 having only digits 6,8 & 9 is
83^2=6889
if you turn upside down you will get the same number.

oh previous solution exceeds 500
the solution which lies in between 1 to 500 is
196=14^2 if we turn it, it becomes 961=31^2
hence the number on the plat is 196

196.when it turned upside down the no becomes 961 which is also a perfect square of 31.

Why cant the number be 400??
(20)^2=400
and by reversing it 004 which is also a perfect square??

when we turn number plate upside down we get again 81
