As ask all the 4 digit number , assuming if repeating allow
there the 8 digit 0,1,2,4,5,7,8,9
for the 4th digit from unity except 0 all can be there by 7way and in remaining digit all digit can be there by 8 way
hence result : 7*8*8*8 = 3584

if there is repeation not allow then
result : 7*7*6*5 = 1470

Four digit no _ _ _ _
on the first place we can't put 0, else it will be lass than 1000,
so no's those can be put on 1st place = 7(excluding 0,3,6).
no's those can be put on 2nd place = 8(excluding 3,6),
no's on 3rd place=8(excluding 3,6),
no's on 4th place=8(excluding 3,6).

Total no those can be formed is= 7×8×8×8=3584.

by keeping 0 in units place remaining 3 places can be arranged in 8p3 ways
similarly, by keeping 0 in tens place and hundreds place we can arrange remaining 3 places in 8p3,8p3 ways hence
ans=3*8p3=1176
