n/P = 190 gives an approximate relationship between n and P where, n = number of steps per minute and P = pacelength in meters. Bernard knows his pacelength is 104cm.
Number of steps in one minute = 190*1.04
Distance travelled in 1 minute = 190*1.04*1.04 mtrs
Distance travelled in one hr = 190*1.04*1.04*60/1000 km = 12.33 km approx
