lets take 1 simple arrangement

S B R AK G P1 P2 P3 M P4

now lets fix S B R position and check possible combination of AK and G its simply 5!/3! here each time police can shift in 4! ways so its will be 5!4!/3!

Now remember S B R can also be R S B so will give 5!4!/3! *2

Next when we shift S B R further to remaining 5 possible shifting (eg: P1 S B R AK G P2 P3 M P4) we have 4 possible position to be taken for AK , G & proceeding like above we will get 4!/2! *4!*2 *5 for remaining 5 shifts of SBR.

So finally the value will be 5!/3! *4!*2 + 4!/2! *4!* 5*2
