ans-4
13 13 1 =27 ,weight 13 and 13 and put 1 apart.
6 6 1 =13
3 3 =6
1 1 1 =3
step1=>take 13 13 ball and weight if both have same weight then remaining ball will be less weight ball. if not then take lower weight of 13 ball;
and divide it into 6 6 1.
step 2=>take 6 6 ball and weight if both have same weight then remaining ball will be less weight ball. if not then take lower weight of 6 ball;
and divide it into 3 3
take 3 3 ball and weight if both have same weight then remaining ball will be less weight ball. if not then take lower weight of 3 ball;
and divide it into 1 1 1.
and weight any two 1's if both same then third one is low weight .

because,
for minimum no of time,
if we take the two balls and check weight,
we can get less weight ball at first time.

because,
for minimum no of time,
if we take the two balls and check weight,
we can get less weight ball at first time.
so we have measure the weight for 2 ball.
