wrong question ,for a=3 threr will be no soln ,
because for max value of w,x ,y ,z that is 2 ,sum < 117

but for a=4 there will be 1 soln ,when w=x=y=3 and z=0,

for a=5
w=x=y=3,z=0
w=4,x=0,y=3,z=0
w=3,x=4,y=z=0

so for a=5 ans should be d)3

if in question it is given that each less then equal to a instead of less then a
then for a=4 ans will be d)3
