First we calculate the distance between the consecutive cars
Distance(x) = Speed * Velocity

x= 60 * 30* 5/18= 500 m

Initial speed is 60 km/hr
time interval 30 sec
We have to multiply by 5/18 to convert km/hr to m/sec
1000/3600= 5/18

Now it remains same after decreasing the speed because all cars change their speed at same time so

500= 40 * y * 5/18
y=45

final speed is 40 km/hr
y is the time interval
5/18 is the changing factor

then there will be 30 secs always between two consecutive cars.
but as due to bad weather,
for 30 secs only, their speeds will be different for the journey as first car will travel with speed 60 km/hr for 30 secs more than the second car.
if distance is D then,
first car will travel D/2 distance in 30 secs with 60 km/hr speed. whereas,
second car will travel only D/3 distance for 30 secs with speed 40 km/hr
so difference in their distance travelled during that 30 secs is D/6
so second car will travel this distance with 40 km/hr speed so it will take time= D/6*3600/40= 15 secs
so the second car was supposed to come after 30 secs but due to bad weather it will come after 45 secs(30+15).

All cars are moving with the constant speed so the distance between the cars are always 500m.
Whenever they get the signal to slow down the speed to 40km/hr.
So after this they should cover only 500m with the speed of 40km/hr..
